Hate Speech is Free Speech

Who determines what is hate speech, and what is not hate speech in communities?
The government mostly are the ones determining the parameters of what constitutes hate speech and free speech.
They do so by regulations and laws that aim at prohibiting and limiting what people should and should not say.
This is a dangerous kind of authority.
The danger lies in that one person’s hate speech might be another person’s valid criticism of somebody else and it is hard to make the distinction.
