Common Law vs. Covid Legislation

Can common law override Covid legislation? In this video one woman found out the hard way...:
An American salon owner who refused to close during lockdown, saying new rules are not laws and that she can't be fined without her consent, has tallied a total £27,000 worth of penalties for her opposition.
Some applauded her saying: “The world needs more people like this woman. Basically, the government cannot interfere with your right to earn a living.” Others went on saying, “Every business owner in every country needs to do their research on common law and open up straight away and ignore these ridiculous Covid acts.”
Police warned a businesswoman they have state powers to execute Covid laws and rules. A woman argued she will stand under common law and will not consent to any fines nor entering any contract with the police.
