This week’s feature article draws a clear distinction between ‘real’ and ‘participatory’ democracy. Martin van Staden explains that democracy does not mean anything substantive when laws are arbitrary and the government does not take heed of stakeholder commentary on prospective legislation. Democracy means a lot more than only voting every five years.

The subjugation of black South Africans to arbitrary, discretionary rule by officialdom and the whims of politicians was one of the hallmarks of apartheid. It is no surprise, therefore, that South Africa’s 1996 constitution contains provisions designed to ensure this would never happen again.
